    This is an extremely common problem that ATI feels is most likely due to power supply problems. The 9700 is a hungry card and a voltage drop to the AGP slot, or insufficient power to the card supply can cause the loop. The problem is, this looping thing is a WinXP thing and means there is a problem with communiction with the videocard. It just doesn't narrow it down the the million things that it could be caused by...drivers, irq conflicts, power, motherboard problems, heat, GPU malfunction, vid card memory overheating...bla bla bla...

    I'm in the same boat and have yet to come up with a fix other than underclocking the card. My suggestion is to get a program called Radeonator. Click on the Overclocking tab and instead of sliding the memory and core speeds higher, slide them all the way back (about 212core/212 memory) and then run your benchmarks and games. I bet dollars to donuts it fixes your problem.
