  clarify this issue for you. Basically, your application purchases are tied
  to your Google Account and can be installed an unlimited number of times
  on any device. For example, if you remove "My Favorite Game" to save
  memory, you can reinstall it at a later date with no charge simply by
  visiting the My Apps section of the Google Play Store app on your device.

  If you change devices, you can install previous purchases by signing into
  your device with the same Google Account you used on your previous device.

  I hope I was able to answer your questions, but please let me know if you
  need further clarification on Google Play or the association between apps
  and accounts.
