    1) A much easier and controllable solution for Redirection of Email is to use the Rules and Alerts from OWA or the Outlook Client. I say this because at Exchange Server 2013 has by default made difficult to redirect mail outside of the your domain. Apparently this is a security feature to prevent spamming or viruses.
    2) If you did want to redirect mail within the organisation because a staff member is on maternity leave, extended holiday or left the company then , 2013 Exchange Admin Center makes it easy to forward all mail to another mailbox.

    3) For External Email addresses like gmail / hotmail or another domain then use Rules and Alerts and be sure to select Redirect and not Forward as the action.
    4) Heres the important part : You need to change the default setting on your Exchange Server 2013 using the following Shell Command

    Set-RemoteDomain –AutoForwardEnabled $true

    You will be asked for the Identity
    You can be specific here and type a domain you will allow AutoForward to, however to make things easy just enter
    *

    This will allow AutoForwardEnabled to any Remote Domain.

    This Shell Command is modifying the Organization / Remote Domains / Default Properties / Message Format Options.
